"Lloyd's Banking Group is steeling itself for a heavy loss as it prepares to offload a £1bn package of rotten property loans to private equity. On Wednesday, Lloyds will take final bids for Project Royal, a selection of loans made against unloved industrial sites and commercial buildings across Britain. The Cube, a distinctive block of flats and shops in Birmingham, is one of the better properties in the portfolio. Three American private equity firms Cerberus, Colony Capital and Lone Star are understood to be in the running for the deal. Sources close to the talks said Lloyds would have to take a "haircut" of about 40% meaning a loss of £400m. However, the deal could still work in its favour as onerous new capital rules mean that banks have to hold big cash cushions against difficult loans. Lloyds is keen to conclude the sale by Christmas and may pick a preferred party as soon as this week. (...) Lloyds inherited £24 bn of troublesome loans when it rescued HBOS. It is expected to put more big portfolios on the market if Project Royal is a success," reports The Sunday Times.

David Cameron faced a deepening rift with Germany over the future of Europe last night, while at home Nick Clegg scorned the Prime Minister for his hopes of looser links with Brussels. (...) Mr Cameron plans to visit Brussels as well as Berlin on Friday to argue the case for new protections for the City from EU directives. He will seek clarity from Herman Van Rompuy, the European Council President, on whether a new EU treaty will be required for the 17 Eurozone countries to forge closer fiscal links. A new treaty would require UK approval, although most Eurozone countries want to agree new rules among themselves, which would avoid the need for an Irish referendum, writes The Times.

The most sweeping changes to British banking for a generation will land on financiers' desks this morning when a government-appointed taskforce delivers proposals for structural reforms that will be vigorously fought by the City. In a plan to defuse any future financial crisis that is set to be broadly adopted by the Government, Sir John Vickers' Independent Commission on Banking will recommend a ringfence around the high-street arms of banks to protect customers' money from "casino" operations in investment banking, writes the Times.
