Spain gets ready for 2013 funding

Spanish Treasury Secretary IƱigo Fernandez de Mesa has said that Spain is beginning preparations to achieve the financing that it needs in 2013, which will include the funding needs for the highly indebted regions that have requested funds from the central government's regional bailout fund.
"My intention is to start funding the Treasury for next year so that we can start the year with our homework done," Fernandez de Mesa said.
Speaking at an interview with Reuters, Fernandez de Mesa said that the Treasury has satisfied 95% of its planned debt issuances for 2012. He said that the arrival of foreign investors for Spanish debt has been significant since August.
"There has been a big liquidity jump on the secondary market. The fall of the spread is real...The participation of international investors first stabilised and what we're seeing now is a rebound in this participation," he said.
Fernandez de Mesa has declined to answer the question that everyone is asking, whether Spain will request a full bailout from the European Union. Such a request would be a prerequisite before the European Central Bank's Outright Monetary Transaction (OMT) programme is activated.
